Bob, the upper tracks are the Pennsylvania mainline from Philly to New York Penn Stattion. I forget when they were elevated through Elizabeth, but the familiar electric catenary poles and wires were installed with the help of the WPA around 1935. The lower tracks are the Central RR of NJ mainline that ran from Phillipsburg to Jersey City. The last passenger train to run on that line (a shuttle from Cranford to E'Port, I believe), was in 1978.
 
If the Union County Extension of Newark Light Rail ewer happens, those lower tracks would again be a train station, & that would be a very cool thing.
 
Bob, I believe that the County and NJ Transit were planning on extending the Newark City Subway to Ikea and then right down the old right-of-way through Elizabeth and as far west as Cranford. I dunno the status of it, though.
